The Xiaoben Technology Highway Tunnel Emergency Broadcasting and Telephone System is an important integrated communication system that ensures traffic safety and emergency rescue key facilities inside the tunnel. It mainly consists of a broadcasting system and a telephone system, which can quickly transmit information and effectively dispatch rescue forces in case of emergency situations (such as traffic accidents, fires, vehicle failures, etc.) inside the tunnel. It can also achieve real-time voice broadcasting for vehicles and personnel inside the tunnel, such as "Please evacuate according to the instructions signs in case of a fire, do not panic". The telephone system provides a channel for emergency communication between personnel inside the tunnel and the outside world.

The overall layout of the underground ring road in Yiwu Financial and Business District consists of two rings, the east ring road is about 1 kilometer long and the west ring road is about 1.1 kilometers long, both of which use 2-3 lanes for counterclockwise one-way traffic. There are 12 ancillary facilities and 1 management center built along the line. The main ring road connects commercial complexes such as Zhongfu Square, Liandu Building, Futian Ginza, Shuguang Building, and the underground parking lot of Binjiang Yipin Community, providing quick access.
